In early August, Hainan Association for Science and Technology, cooperating with Sino-European Innovation Institute, CAST-FCPAE European (Belgium) Base for Innovation and Entrepreneurship and Japan-China Science, Technology and Culture Center, established three oversea high-end talents liaison stations for Hainan in the UK, Europe and Japan (Tokyo). This is a new move for Hainan, China’s biggest special economic zone, to attract high-class talents from abroad since its construction, according to the official website of the People’s Government of Hainan Province (www.hainan.gov.cn).
These three stations are designed to introduce the socioeconomic development, innovation and entrepreneurship environment and preferential policies of Hainan to talents in Europe and Japan, and post the recruitment information oriented to potential innovation and entrepreneurship projects, and high-end talents and teams. The stations will also introduce to Hainan overseas talents and teams of innovation and entrepreneurship as well as hi-tech programs to work with the counterparts in Hainan and will establish regular ties with high-end talents and overseas Chinese groups in Europe and Japan.
According to Zhao Wei, director of the Human Resources Development Bureau of Hainan Province, Hainan set up a “one-stop” platform for provincial talent service in this May to facilitate enterprise recruitment. The number of high-level talents recruited at job fairs has seen a nearly 30% year-on-year increase. These three new liaison stations in Europe and Japan will promote the recruitment of global talents for enterprises in Hainan.
In April this year, the central government announced to support the transformation of Hainan Province into a free trade pilot zone and encourage it to seek a path to a free trade port with Chinese characteristics and establish free trade port policies and systems in a sound and step-by-step manner.
In the past four months, Hainan has been steadily advancing multiple programs, including the “100-day investment project”, visa-free policy for 59 countries, “one million talents to Hainan”. Hainan is speeding up its pace towards the international market.
Up to now, more than 300 domestic and foreign enterprises have found partners in Hainan, and more than 60 investment cooperation agreements have been signed, involving worldwide business giants, including Alibaba, PWC, Tencent, Temasek, General Electric, Qualcomm, CTS, and Datang Group.
